ระเบียบราชการฝ่ายตุลาการศาลยุติธรรม ว่าด้วยการจัดทําบัญชีรายชื่อทนายความ และการตั้งทนายความให้ผู้ต้องหาหรือจําเลย พ.ศ. ๒๕๖๗ มีวัตถุประสงค์เพื่อคุ้มครองสิทธิ และเสรีภาพของผู้ต้องหาหรือจําเลยที่ไม่อาจจัดหาทนายความได้ ให้มีความเท่าเทียมในการ มีทนายความซึ่งมีความรู้ ความเชี่ยวชาญ และประสบการณ์ที่เหมาะสมกับประเภทคดี ทําหน้าที่ ช่วยเหลือผู้ต้องหาหรือจําเลยต่อสู้คดีได้อย่างมีประสิทธิภาพ ระเบียบฉบับนี้จึงกําหนดหลักเกณฑ์ ในการจัดทําบัญชีรายชื่อทนายความและการตั้งทนายความ รวมทั้งหลักเกณฑ์เรื่องอื่นนอกเหนือ ไปจากระเบียบที่เกี่ยวข้องเดิม เช่น การจําหน่ายชื่อทนายความออกจากบัญชีรายชื่อทนายความ การประเมินผลการปฏิบัติงานของทนายความ และการพิจารณากําหนดเงินรางวัลให้ทนายความ

The Judicial Regulation on Lawyer Roster Compilation and Appointment for Accused or Defendants, B.E. 2567 (2024), aims to protect the rights and liberties of the accused or defendants who are unable to secure legal representation. This regulation ensures equality by providing competent lawyers with the necessary knowledge, expertise, and experience to effectively represent the accused or defendants in their respective cases. The regulation establishes criteria for the compilation of lawyer rosters and the appointment of lawyers, along with new guidelines not covered by previous related regulations, such as the removal of lawyers from the roster, the assessment of lawyers’ performance, and the determination of rewards for lawyers.
