According to the Act on Legislative Drafting and Evaluation of Law B.E. 2562, the law is out of necessity if its content meets the criteria. Such criteria include when actions prohibited under the provisions of the said law do not affect the peaceful and free coexistence of people in society. In addition, even though the actions prohibited affect the peaceful and free coexistence of people in society, the provisions can still be considered no longer necessary if other measures with similar results or better than taking criminal measures exist and such provisions have criminal measures rather than any other measures. As a result, the law which is no longer necessary is a problem of overcriminalization. The Act on Offenses arising from the Use of Checks, B.E. 2534, is still necessary. On the other hand, the order of the Revolutionary to report is no longer necessary.
