โรคโควิด-๑๙ นับได้ว่าเป็นโรคติดต่ออย่างร้ายแรง ซึ่งคนที่ติดเชื้อไวรัสชนิดนี้แล้ว จะทําให้แสดงอาการเกี่ยวกับระบบทางเดินหายใจ เช่น ทําให้ปอดทํางานผิดปกติและทําให้ หายใจลําบาก เป็นต้น ปัจจุบันมีการแพร่ระบาดทั้งในประเทศไทยและในประเทศต่าง ๆ เกือบทั่วโลก ทําให้มีผลกระทบต่อระบบเศรษฐกิจและสังคมโดยรวมเป็นอย่างยิ่ง และยังเป็น ปัญหาสําคัญต่อการสาธารณสุขเป็นอย่างมาก สําหรับมาตรการในการป้องกันและควบคุม โรคโควิด-๑๙ ที่สําคัญได้แก่ มาตรการทางด้านสาธารณสุข และมาตรการในด้านกฎหมาย โดยควรจะต้องนํามาตรการทั้งสองมาใช้ควบคู่กันเพื่อให้เกิดประสิทธิภาพในการป้องกันและ ควบคุมได้ผลอย่างรวดเร็ว สําหรับข้อเสนอแนะและแนวทางแก้ไขนั้น รัฐต้องให้ความสําคัญในการกําหนด นโยบาย แผนงาน แผนปฏิบัติการอย่างต่อเนื่อง ให้สอดคล้องกับแนวนโยบายสิทธิและ หน้าที่ตามที่รัฐธรรมนูญ พุทธศักราช ๒๕๖๐ กําหนดไว้และมีการบังคับใช้กฎหมาย ได้แก่
