แนวปฏิบัติตามหลักธรรมาภิบาลในสถาบันอุดมศึกษาและที่แก้ไขเพิ่มเติม กําหนด ให้สถาบันอุดมศึกษาดําเนินการแก้ไขปรับปรุงข้อบังคับด้วยการสรรหานายกสภาสถาบันอุดมศึกษา กรรมการสภาสถาบันอุดมศึกษาผู้ทรงคุณวุฒิ และอธิการบดีของสถาบันอุดมศึกษา ที่ยังไม่สอดคล้องกับความในข้อ ๑๒ และข้อ ๑๙ แห่งแนวปฏิบัติตามหลักธรรมาภิบาล ในสถาบันอุดมศึกษาดังกล่าว ให้แล้วเสร็จภายในวันที่ ๒๐ ธันวาคม ๒๕๖๖ โดยผู้เขียน ได้นําเสนอประเด็นสําคัญต่าง ๆ ตามที่กําหนดในแนวปฏิบัติตามหลักธรรมาภิบาลในสถาบัน อุดมศึกษาและที่แก้ไขเพิ่มเติม และวิเคราะห์ประกอบกับพระราชบัญญัติมหาวิทยาลัยราชภัฏ พ.ศ. ๒๕๔๗ จากการวิเคราะห์พบว่ามหาวิทยาลัยราชภัฏ ควรแก้ไขปรับปรุงข้อบังคับว่าด้วย การสรรหานายกสภามหาวิทยาลัย กรรมการสภามหาวิทยาลัยผู้ทรงคุณวุฒิ และอธิการบดี ของมหาวิทยาลัยราชภัฏ ในประเด็นองค์ประกอบของคณะกรรมการสรรหาผู้สมควรดํารง ตําแหน่งดังกล่าว ให้มีความสอดคล้องกับข้อ ๑๒ และข้อ ๑๙ แห่งแนวปฏิบัติตามหลัก ธรรมาภิบาลในสถาบันอุดมศึกษาและที่แก้ไขเพิ่มเติม

Guidelines for Good Governance in Higher Education Institutions and as amended require the Higher Education Institutions to completely revise their regulations on recruitment of the Chairman of the Higher Education Institutions Council, Appointed Member of the Higher Education Institutions Council and President of Higher Education Institutions, which are still inconsistent with Article 12 and Article 19 of the Guidelines for Good Governance in Higher Education Institutions within December 20, 2023. The author deliberately presented significant issues as specified in the Guidelines for Good Governance in Higher Education Institutions and as amended and made an analysis on the Rajabhat University Act 2004 (B.E. 2547). Results from the analysis demonstrated that Rajabhat University was required to revise regulations on recruitment of the Chairman of the University Council, Appointed Member of the University Council and President of Rajabhat University in the issue according structure of a nomination committee to be consistent with Article 12 and Article 19 of the Guidelines for Good Governance in Higher Education Institutions and as amended.
