Since the Judicial Procedures Reform Plan of 2018, under 20 years National Strategy (B.E. 2561 - 2580), has been promulgated, it spotlights significant changes on recent judicial work reform. With the goal of the plan to develop judicial system in every dimension, this reform is consequently not only structural transformation but also goes further in increasing the capabilities of all judicial institutions playing main roles in driving judicial procedure. To achieve this, the plan takes a priority over cultural transformation in judicial institutions by encouraging employee involvement and collaborative environment in the workplace so as to make the institutions effectively responsive to social changes. Thus, an interesting issue is how we can do to implement this ideal goal into concrete outcomes. This article aims to illustrate the way to strengthen judicial institution competency by means of participatory governance. In doing so, the authors choose a case study of the establishment of the Advisory Council of the Court of Justice as a presumption to show one of concrete ways to generate employee participation in the organization and to reflect that participatory governance is one of major factors to make big changes for the organization significantly.
